I'm going to assume you know the basics of the game. If I don't make much sense here, then just ask.

The most common problem with happiness is when they say "100%, it's just way too crowded"

Solution: Take some guys off harvesting and make them entertainers.

Build Temples, Churches, Colliseums.
Bring imports of Wine and Furs.
Gold is good too. The more trade you have (the little twin arrows), the happier your people are.

Wars are not so good. Under certain governments (Republic and Democracy), wars annoy your people greatly and the longer it goes on, the more annoyed they become.

Some governments (Communism) allow martial law, having military units in a city makes them happy.

In general, just keep a couple of entertainers going, even if it hurts your development (don't starve your people though!), build temples and churches and what not to make them happy.
Marketplaces and Banks are good too.
Don't have too many long wars and if you can spare it (I usually can't) put 10-20% of your taxes into Luxuries. Usually 10 is enough.

It may not be your computer. It seems that they sold defective copies. There are many, many angry people on their website demanding refunds cause their copies don't work no matter how good their computer is.

Peace

Yes I'm talking Civ 3.

There is a bar on your Council screen to the top right I think, that you can adjust. The 3 are

Incomes
Science
Luxury

You split your 100% taxes into the 3. Usually I have about 60% in Science and 40% in Income.

Income affects the money you have for upkeeping stuff, rush building units etc.
Science affects the speed of your research.
Luxury affects happiness rates of your people.

Yeah it probably is your computer then. I was just saying be aware that if you go out and update your computer it still might not work. My brother was having problems with it so he spent a bunch of money to have his computer upgraded and got a really expensive new video card and after all that it still didn't work.

Peace

A Mod is game modifying code. It allows things like different units, scenarios and what not. Essentially it changes the core rules.
