Click the little blue button that says "Reply" down at the right bottom corner.

Also, remember that a forum uses BBCode.
For example, quoting someone in particular:

Or quoting in general:

Err, and Jonathan forgot to mention you add one more '[' before that first quote=whoever. If he had added that bracket, his examples would have shown up as quotes, and not imcomplete code...
