Okay, so I got a webcam at a garage sale.

I was told it worked, but hey... for 5 bucks I could deal with the fact that it didn't if indeed it did not.

I put the USB in my computer, it couldn't find the drivers on its own. I search for the drivers on the manufacturer's site, it only gives me the 9x version drivers (which, are incompatible) in the 'discontinued items' list. Frustrated, I continued my search. I found one for the 2000/NT/Xp based versions, and the drivers say that they have been installed quite well and all, being Signed. The program that came with it even opens and everything!

Problem:
It only shows green in the preview. Records green video. Saves green snapshots.

Do you think it is my video card? (pssst, it is like 9 years old!) Or perhaps something else?... I don't think I have a better card to test this at home, right now, however. It just really seems like it must be the video card, just in the nature of things.

yikes, you guys are spewing so much technological information, I can't keep track or understand!

Sarcasm.

Does your monitor show hardcore Green at any other time?

No?

Than it's not your graphics card. Your graphics card paints your entire screen. A problem in one colour will be a problem over the entire screen.

Sounds like you got a dodgy webcam, hence why it was being sold.

It doesn't show it at any other time. I was just thinking it might be outside of the vid' card's range of ability, cuz it is from 1997. Although, I will check the web cam elsewhere to see if it works anywhere else. It probably is a dodgy cam though :/
